**Charter amendment (owner, 2026-10-31 21:43 EDT):** builders are not trapped by a
queued item's assumed form — reshape or replace the form where a different shape
serves the item's purpose better (reason printed in the build record), and small new
tools needed to complete a commissioned item are inside the grant. The item list
